The position of Supreme Allied Commander Transformation (SACT) was created in 2002 as part of a comprehensive reform of the NATO command structure.
SACT is responsible for the transformation of NATO’s military structures, forces, capabilities and doctrine, as well as the interoperability of the Allied armed forces. It relies in particular on military staff located in Norfolk in the United States.
Since France’s decision to fully participate to NATO’s integrated military structures in 2009, this position has been attributed to a French general.
